How should we stop the poverty, crime and drug-trafficking in the cities of America?

I have to write an essay. Here's the topic: What if you were summoned by the President of the United States to create a plan for rebuilding America's cities. You were given total freedom to make recommendations to the President for dealing with such urban crises (a)poverty, (b)crime and (c)drug-trafficking. Please help.
