Why did the writers get Corp Maxwell Q Klinger out of dresses?

for years Corp Klinger dressed in dresses and other female garments to get a Section 8. I know that the 4077 need a hut for hospital. The hut was the brothel. Col Potter gets Klinger to trade his woman's wardrobe for the house. Was there any reason the writers took the notion of Klinger getting out on a Section 8 for dressing in well...Dresses?
