I need window treatments for my apartment...?

I live in Tampa and i want to have window treatments of my apartment done. 2 bedrooms and one living room. I am just not able to pull it off. I bought stuff at Anna's linens but don't know how to make it work. Does anyone know a store where they can provide both the materials and the installation...for a reasonable price? I consulted Jc Penney and they told me $500.
