Council house help please?

Hi, i despretely need upvc front and back doors but i am renting a council house. they are cold and draughty and are covered in mold because they have condensation on them all the time. has anyone had upvc doors put in while you have been a council tenent? if so how did you manage to get them to fit them? i have even offered to pay half. please help all answers will be gratefully received.
