Can i ride a 80cc dirtbike on the streets, all the cops said was to be safe and were a helmet. (Albany,Ca) Ty.

My friend was riding my dirtbike down the street popping wheelies going about 30 and a cop came over to our house and, said to be safe and were a helmet kids. One of my football coaches is an Oakland Police officer and he said albany cops wouldnt bother me and im aloud to ride on streets? Im confused that the only reason the cop didnt pull me over is because i was parking my bike in my garage and he wasnt at the sight to arrest my freind help me! lol thanx
